Canada - According to CTV (CTV TV Listings), Toronto should start watching at 8pm ET. I'm not sure how CTV changes things around by region.
US folks, they're airing "19 Down" first, so for the full effect, tune in at the 8pm ET/PT (7pm CT) window.
Sadly this is a case of 'Check local listings for times.'
Has there been any word on Jorja even being in this episode? If she really is in this episode, TPTB are really doing a good job keeping a secret.
There has been word of Jorja being in this episode, but yeah, TPTB are keeping this under wraps. Back in the day, they kept the fact that George Clooney was going to be in season 6's episode "Such Sweet Sorrow" that were it not for the phone call from my friend in Canada (who was SCREAMING that I had to watch it!) I wouldn't have known at all. But that was pre-Internet spoilers being what they are today (1999... Wow, that feels like so long ago).
Yes, this is under wraps, but there is too much evidence to make me think anything other than Jorja will be in this episode. Too many 'little' things. Too many people in the know suddenly clamming up when I talk to them, yanno?
Ipstenu, when you say pad your recording by 10 minutes, do you know if this exactly how much the episode is to to run past 10:00pm? Or is it just an estimation?
I don't know. I suspect 2-3 minutes, but until RCN updates their DVR settings (should be tomorrow) I won't have an 'exact' time.
Some cable companies (RCN and DISH) will automatically pad the time for you. Others (Comcast) screw you over
and make you miss the shocking ending of Law & Order! Not that I watch that 
Still, I'm on RCN now and I should have a better estimate by this time tomorrow. My guess is that it'll only be +3 but I'm padding by +10 just in case they decide to interrupt this broadcast with a special news bulletin.
